My and my gf are based in Shanghai and are planning a trip to Vietnam and thought it would be cool to bring our bikes and cycle from Hanoi to Cat Ba island then taking 2 days there for climbing / deep water solo and cycling back to Hanoi. From Hanoi I have the option of going to Ninh Binh or to Cat Ba for a total of 3 days. If price is not so much of a problem then go and do a tour in Halong bay its self from Halong city, NOT Cat Ba. Flying out of Hanoi end of the month like you and was going to do Halong Bay / Cat Ba but decided to skip it for another time and just stay in Hanoi for longer. The boat does the 1 night tours back to back and the people on the 2 night your got taken away on a smaller boat to see a random village on cat ba island for 6 hours, then we went back to join the main boat and repeated everything we did on the first night 1 night on board probably enough in Ha Long Bay. I liked Cat Ba a lot - it was a nice calm break after the chaos of Hanoi haha. The more frugal and likely still quite enjoyable option would be to stay in Cat Ba for a few days and do a day cruise to Ha Long Bay from there.
