The game seems to suffer at later stages when your Empire is so large, that there are many vassal Kings who want a seat on Council, and therefore a large negative opinion modifier is applied to each of them. I've gotten invested in CK3 modding again and I've been looking into potential ways to either make a new tier above empire titles, or let someone break the equal title vassal rule to have emperors with empire vassals.
